The rules and regulations for the Richmond Cemetery have been adopted for the specific purposes of maintaining the orderly development of the Cemetery and insuring the historic and traditional beauty and aesthetic décor in keeping with the long held traditions of the Richmond Cemetery.

It is the right and duty of the Richmond Cemetery Board of Trustees to re-evaluate these rules and regulations from time to time and amend said rules and regulations as the Board deems necessary in order to preserve the integrity of the Cemetery; to take adequate and lawfully mandated care of the Cemetery; and to protect the rights of all the grave site owners.  Any modification, alteration, or enactment of new rules shall be binding and apply to all past and present grave site owners.
