William Doris Carter - (1918-2003) Born in Rossville, Shawnee County, Kansas, Died March 13, 2003 in Winchester, Clark County, Kentucky.  William Doris Carter was an inspector for the "Manhattan Project" that developed the first atomic bomb in the 1940's.
